印度跨性別原住民自傳與紀錄片座談：曼尼普爾邦學者桑塔・庫賴台灣分享會

2026 年 3 月底，印度通過了《2026年跨性別者（權利保障）修正法案》，侵害許多跨性別原住民的權利，包括印度東北部曼尼普爾邦（Manipur）的原住民。

如同東南亞的許多跨性別原住民，曼尼普爾跨性別原住民也正在同時面對性別、宗教、族群的多重壓迫。除了該法案試圖擴張印度教國族主義、抹殺原住民的跨性別認同，曼尼普爾邦本地也已連續四年處於族群武裝衝突，造成無數傷亡。

在這樣的多重困境下，曼尼普爾的跨性別社群，如何維持生存與日常所需，又如何面對性別、宗教、性別的張力？

亞洲公民未來協會除了已加入曼尼普爾原住民跨性別社群發起的連署，我們也邀請到長期投入曼尼普爾跨性別倡議的學者、作家、影像工作者桑塔・庫賴（Santa Khurai），來台灣親自分享她身為「努批・曼比（Nupi Maanbi，曼尼普爾跨性別女性）」的自傳《黃麻雀：一位跨性別女性的回憶錄》，以及她今年拍攝的「努帕・曼巴（Nupa Maanba，曼尼普爾跨性別男性）」紀錄短片《圓臉嘟嘟》。

公民空間和基本人權遭受的打壓常常跨越國界，全球右翼更常以反對跨性別權利的語言作為煽動仇恨言論、分化社會、壓縮公民空間的起手式。今日，印度這套壓迫跨性別者的劇本，很可能成為明日東南亞和區域保守勢力的教科書。因此，曼尼普爾的跨性別原住民正身處捍衛區域公民空間的最前線，而此時，跨越國界與議題的支持就是力量。

她是印度曼尼普爾邦的原住民跨性別女性「努批・曼比」作家、藝術家、去殖民理論學者，現任「全曼尼普爾努批・曼比協會（All Manipur Nupi Maanbi Apunba）」秘書長，推動印度東北部——特別是曼尼普爾邦——的性別正義、社會經濟發展、公民與政治權利。她曾在曼尼普爾邦營運一間專為跨性別者設立的COVID-19隔離中心、推動曼尼普爾邦婦女委員會受理跨性別者申訴，並在曼尼普爾邦高等法院贏得多起關於姓名及性別變更的策略性訴訟。

本書是桑塔・庫賴以跨性別女性身份「努批・曼比」所撰寫的回憶錄。

她是一名長期投入曼尼普爾跨性別倡議的學者、作家、影像工作者，透過書寫悲歡交織的記憶，追溯自己的生命歷程，揭示社群、抗爭、堅韌如何共同塑造一段深刻的人性故事，並頌揚了在這個常對苦難視而不見的世界裡，為了尊嚴而活所需要的堅強。《黃麻雀》以清晰卻優雅的筆觸，呼籲社會必須捍衛邊緣群體的公平、正義、平等，既私密、親切，又具普世意義。

紀錄短片｜《圓臉嘟嘟（Chonjhon）》（2026）

這部短片記錄了印度東北部曼尼普爾邦的原住民跨性別男性「努帕・曼巴」的真實生活。鏡頭跟隨他的日常起居，細細捕捉那些常被忽略的微小瞬間，從而揭示出更宏大的真相。

在衝突、經濟困境、法律和身份認同、社會混亂的夾縫中，他為自己開闢出一片天地。他的家人對性別議題並無高談闊論，僅是將他視為自己的孩子；這份靜默的接納，正是本片展現的力量：這是一個充滿人性的故事，關於探索、生存、被看見的權利。

Contemporary Transgender Stories from Manipur: A Reading, Screening, and Conversation with Santa Khurai

At the end of March 2026, India passed the "2026 Transgender (Protection of Rights) Amendment Bill," which infringes upon the rights of many indigenous transgender people, including indigenous people in the northeastern Indian state of Manipur.

Similar to many indigenous transgender people in Southeast Asia, indigenous transgender people in Manipur are simultaneously facing multiple forms of oppression related to gender, religion, and ethnicity. In addition to the bill's attempt to expand Hindu nationalism and erase indigenous transgender identities, Manipur is currently mired in armed conflict. Now in its fourth year, this conflict—fraught with ethnic tensions—continues to claim the lives of the people of Manipur and threaten everyone’s safety.

How does the transgender community in Manipur—under pressure from conservative forces and caught in the midst of armed conflict—maintain their survival and daily needs, and how do they navigate the tensions of ethnicity, culture, and gender?

In addition to joining the petition initiated by the indigenous transgender community in Manipur, Asia Citizen Future Association invited Santa Khurai—an author, scholar, and filmmaker who has long been dedicated to transgender advocacy in Manipur—to share firsthand about her 2023 Nupi Maanbi (transgender woman) autobiography, The Yellow Sparrow: Memoirs of a Transgender Woman, as well as her recently completed Nupa Maanba (transgender man) documentary short, Chonjhon.

Suppression of civic space and fundamental human rights often crosses national boundaries, and the global right wing frequently uses anti-transgender rights rhetoric as an opening move to incite hate speech, divide societies, and restrict civic space. Today, India's playbook targeting transgender people may very well become tomorrow's textbook for Southeast Asian and regional conservative forces. Therefore, Manipur's indigenous transgender people find themselves on the front lines defending regional civic space, and at this moment, cross-border and cross-issue solidarity is necessary.
